Millgate Developments Ltd. appeal against the refusal by Guildford Borough Council’s for the proposed erection of 17 dwellings including access, parking and landscaping, at the Land at Church Street has been dismissed by the Planning Inspector.
The main issues the Planning Inspector considered were:
- whether the proposal would preserve or enhance the character or appearance of the Effingham Conservation Area and the setting of the surrounding listed buildings,
- housing mix, and;
- planning obligations
The Planning Inspector concluded that development would cause harm to Effingham’s Conservation area and the setting of the surrounding listed buildings. He also concluded the housing mix was inappropriate for the location. But did conclude that the developers had met their planning obligations.
