Effingham residents have been getting polling cards through their doors but many may be confused about why.The cards, which have been arriving over the past week, tell residents to go to their nearest polling station on October 13.
The reason behind it is that Guildford Borough Council is holding a referendum on whether to change the way its leadership structure is set up, and it’s something the public will need to decide.
