Consultation re Care Home on Effingham Common Road extended

Residents have been unable to access the online community consultation announced by Aspire LPP (see post of 26 June) about a planning application the company is intending to submit for a new care home for high dependency elderly adults on Lyons Field on Effingham Common Road. Aspire’s website has been down for a few days, but is now operational. Because residents have been unable to access the consultation Aspire has extended the consultation closing date from 17th July to 22nd July.
Residents raised the following concerns at the presentation given by Aspire before the parish council meeting on 30th June:
• The mass and size of the care home buildings being out of scale with the character of the village.
• The harm to the Conservation Area that would be caused on a main entrance to the village.
• The detrimental effect on St Lawrence Primary School and the pupils attending it. The main school buildings are less than 60 metres from the site whilst the playing field runs alongside the site – see map below.
During construction – The build out of the care home will be noisy and disruptive. It will involve heavy piling works and construction traffic at a narrow entrance to the village. Use of the school playing field will be badly affected.
Once completed – There will be ongoing noise issues because of the proximity of the care home buildings to the playing field and the electrical and mechanical machinery associated with it. There may also be safeguarding issues from a high dependency care home overlooking the playing fields.
• Increased traffic congestion in the village both during construction and after due to vehicle movements for the site from staff, visitors, contractors, deliveries, ambulance services and maintenance vehicles.
• Additional parking pressure in surrounding streets if on-site parking is insufficient.
